Sorry for the delay, I'm using COMODO Firewall & I only using one Firewall.

Have you tried to manually enable the firewall?

You can do this in a few easy steps -
  1. Right click on the system tray icon keeping the CIS interface in Compact View

  2. Move the mouse cursor over 'Firewall'

  3. Choose 'Enabled'
 
I have used the Windows Firewall for years. No need for a third party firewall.
Did you use their uninstall tool each time? Probably not.
