I recently upgraded my gpu to a EVGA RTX 2070 XC Black, and it is seriously under performing. For the first week, it was working as expected, but now it is doing awful. Both my HDD and SSD are failing, I have new ones in the mail right now (i don't know how much a failing storage device can affect fps).In Overwatch, at the highest settings, I am getting only 60-70 fps, with my GPU at 99%. I was getting over 200 fps the first week, but know its not even close. It also does this with my other games, GTA V struggles to hit 60, Rust varies from ~45-60. https://www.userbenchmark.com/UserRun/16176380 for my parts and to see my performance (IK my drives are failing, they are old), my psu is a seasonic 850+ gold. The userbenchmark says the score is kind of low compared to others, but it is still be pulling way higher frames? Could my storage devices be causing this or another component? I have all the latest drivers and the lastest version of Windows 10.
