Won't boot with second ssd connected.

Recently bought some new parts for my computer (13700k, 32 gig ram 5600mhz, 790 motherboard)

I had an old computer previously (6700k) and wanted to upgrade.



The hardware installation went smoothly, I have done a fresh windows 11 install (was previously win 10).



When I went to boot with the usb win 11 for the fresh install it would never boot, just on my bios loading forever, until I removed my second ssd.



Now I removed it, installed win 11, boots fine, but when I reinstalled the second ssd, won't boot, same problem.



My power supply should be fine 750w, 1080 gpu, nothing else connected.



Any suggestions?



I have tried different sata connections.



Motherboard is z790 pro Rs asrock.
