Whenever I click the power button of my pc the CPU fan starts rotating then after some seconds it stopped again it started . After a few cycle it is rotating normally. Then the actual problem arrives that my pc is not starting. There is command cursor blinking in the monitor ... What's the problem. Can anyone guess?

try removing the memory sticks and graphics card (obviously adjusting to your actual hardware).
with a soft bristled brush, wipe their circuit boards, their contact points and the motherboard slots they go into.
reseat the graphics card and one of the memory sticks.
try that - if not luck, try another memory slot.
if still nothing, try another memory stick.

if you CPU and motherboard allow it, remove the graphics card and use the onboard graphics.

if none of that works, you have either a dead power supply or motherboard and will need to either take the rig to your local PC repair shop, buy new parts, or get your hands on some so you can test where the actual fault lies.
