Url re-direct, weird and slow internet, setting change?

The window 10 machine just loading, I try in safe mode but dont work. But I got the exact same thing here on my old laptop and probably on all my network.

If you have a window image you want me to try and work from there it's up to you!

Need to find what is going on, I can't work because of that!
