Unable to Open Specific Games

Game will not launch. I click the .exe or the Steam 'Play' button, it pops up with the notification to 'Make changes to my device', and then nothing happens. When I use the straight .exe file, nothing at all happens, but it creates a Crash log
- The exact same thing happens with Yakuza: Like a dragon, an instant crash/no open: and I can run stuff like CyberPunk with mod easily and well (60fps area).

Attempts to fix:

1. System requirements met and checked
2. Added to be safe/excluded on Anti-Visus (Window's Defender)
3. Ran in admin mode, and given administrator privileges
4. Updated everything I can, from Operating Systems and Audio to Graphics Drivers.
5. Moved and tried on an SSD and Hard drive [Internal and External]

- Same issue happened when I had less RAM (8 GB) and an Intel pentium 4560
