after unplugging and plugging the psu like 20 times the pc starts up but when i boot into desktop the loud noise starts again, i dont think its one of the fans
Disconnect one of the fans boot and see if it happen. Then try the other this will eliminate it being a fan.
Now when i start the pc my monitor doesn't get a signal
Check to make sure that you have the monitor connect to the Display Card and not to the display on the motherboard.

after shutting the pc down the noise stopped, and when i started the pc up again the gpu fans stopped working again, that noise thing happens sometimes when i unplug and plug in the psu

ok so i found out where the grinding noise came from, it was actually something hitting the fan case.
still though how do i know if the problem is in the gpu or the psu?

The noise in the previous post was that of a failing fan. Take the cover off with the pc running. Get a piece of tubing and hold one end to your ear and the other end close to each fan bearing (centre of fan). that will quickly identify it. the fan you think is the one making the noise should then be disconnected which if the noise then stops will verify your diagnosis.
