Trouble with windows after power outage

Hey there, so I had a power outage for a few minutes earlier today and I've been having lots of issues since then.

Many of my programs won't run at all, at least if they're windows-related. To fix this issue I tried to open an elevated command prompt, which won't work (but normal command prompt does). Trying to run any app as administrator results in nothing happening. I've tried to use the windows reset feature, but that just freezes up the settings window. I've talked with microsoft support and every solution they tried to tell me also resulted in nothing happening, or giving me a blue-box windows error saying "This app cannot run on your PC, contact the publisher for the correct version" (even though it's a windows app???)

Are there any solutions to this? I've been doing this for the better part of 6 hours and haven't found anything.

Oh also, when I try to just completely reset windows, it just freezes and nothing happens.
 
can't rule out some sort of infection.
so our resident malware removal gurus may jump in and request some info. (@gus @Malnutrition)

but what about nuking the thing from space.
backup your data then do a fresh install from a USB stick or DVD.
during that process, delete all the partitions and really start afresh.
how are you trying to 'completely reset windows'?
 
I managed to reinstall windows but I'm still having the same issues. Anything with the icon indicating administrator privileges required just freezes the window. I'm the only account on the PC and I definitely have administrator access (I have had no issues before the power outage). .exe files don't launch when downloaded either. I ran the command prompt command to show hidden admin profiles ('net user adminstrator .... ") but no profiles showed up. When trying to create a new profile adminstrator profile via control panel, it freezes up before it is fully created.
 
could be infection, could be failing hard drive, could be faulty component, or software.

basically, I'd still be doing a fresh install on a clean slate.
during that process, any faulty hardware should show itself.
