Stuttering with RX 5500

I am encountering micro stutters randomly in CS GO , and other games installed by Steam , I tried to lower the resolution to 720P and the graphics settings to low , but the problem persists , i have checked my GPU and CPU , there is no heating on my GPU and CPU (66 - 74) and NO bottleneck CPU ( CPU 100% ) I also noticed that when game is stuttering I have a massive drop in GPU usage ( from 95% to 45% ) .. but when I play Warzone there are no problems!!!

Here is my configuration of my PC:
HP Pavillon 400 watts 80 gold
WINDOWS 10 HOME installed on SSD
GPU: AMD Radeon RX 5500 (Driver Version: Adrenalin-Edition 22.7.1).
CPU: AMD Ryzen 5 4600G with Radeon Graphics (6 Cores/12 Threads).
RAM: 16GB 3200MHZ

I'm with Veeg, if it's a specific game it is very likely to be poor optimization or a bad connection to the server(s).

With that being said, your PSU is not sufficient for your machine and I would look at getting a better unit, 650-750w from a brand like Corsair, Seasonic, or EVGA with a 10 year warranty.

This is one area that you are okay to overspend on, having a higher quality PSU will benefit your machine now, and in the future should you choose to upgrade your machine with better components.
