Stuttering in game

I have a pc with
ASUS ROG Strix B550-F Gaming WiFI II
Corsair Vengeance DDR4 3600 Mhz C18 32GB (2x16)
Crucial P3 1 Tb
AMD 5800X3D
Zotac RTX 4070
Corsair RM850x
I recently changed the CPU and GPU (and power supply because was lower watt)
I formatted, so all the system it's new.
Sadly the game experience is not good
I play mostly with fortnite. Performance mode with a 1080p 144hz monitor
But also other games are same.
The game is smooth, but every around half minute the game skip some frames
With msi afterburner GPU and CPU are both low. Around 20-30%
I don't know if is some stuttering, bottleneck or what else.
I tried with higher setting and it's the same.
I tried also to put a tv, just to try with 4k resolution.
In those case msi afterburner says the GPU use is higher also around 98-99% while the CPU stays lower.
But I still have the same problems
What it could be?
I add that I'm planning to buy a new monitor with 240Hz, I don't know if it could fix the problem.
I don't know if i should go with a 1440p or 1080p since the thing I care more is a higher freshrate and with fortnite i will play in performance competitive mode.

Is the Corsair RM850x the current PSU? The mentioned change?

Neither the CPU or MB are shown to support the RAM.

CPU specs here say 3200MT/s of SS RAM is the maximum supported speed.

RAM is not on the MBs QVL list here so even if the CPU could handle the speed the MB may not play nice with the RAM regardless.

Fwiw: Those who have nothing to hide have no problem with providing a Speccy url, those who do have something to hide for some reason will not provide the url, we are not able to and nor should we try and help when people will not provide the information required to be able to do so.
