Stuck on Bios screen

My pc is stuck on the Bios screen.

After a random crash, my pc gets stuck on the Bios screen with none of the key binds working. Windows don't load and I can't enter the Bios settings.
When i power up the pc, fans start spinning normally, GPU lights up normally and I get the normal single, short beep from the motherboard. The Gigabyte Bios screen shows up and it stays there. After 20sec, while the bios screen is still showing, there is another single beep same as the first. This keeps happening, single short beep, every 20sec, while the pc is running and stuck on bios screen. After a few minutes, the screen goes black, pc still running, no more beeps.
All the fans are running on normal speeds except the PSU fan. On start up the fan turns on for 2 sec and then stops. I assume it's because the PSU is cold.

What I've checked/done so far:
Unplugged all the peripherals
Unplugged SSD
Reseated, cleaned and plugged one at a time each RAM
Reseated the GPU
Replaced the CMOS battery
Used a different power outlet

Any suggestions or advice?
Is the CPU, PSU or mobo dead?

Specs
PSU Corsair TX650
MOBO Gigabyte GA-Z77M-D3H
CPU 10year old Intel i5 (don't remember the exact model)
GPU Nvidia gtx1060
RAM 2 x Corsair 16gb
Samsung SSD
 
Do you have a keyboard connected, if yes;

If it is the USB type, is it connected to one of the black USB 1.1/2.0 ports.

Does the keyboard have batteries and/or a wireless receiver that plugs into one of the black USB ports.

Have you changed the CR2032 CMOS battery.
