I'm using an older dell laptop with windows 11 which is probably already a mistake, however, for me, it worked good enough. I could play older PC games and mess around on reaper. During the snowstorm the computer was left on during the night and I'm guessing it got too cold. The next morning, a 1 day repair disk operation was prepared and later completed. Now I'm experiencing the repair disk loop. I tried all of the methods listed here. https://www.ubackup.com/windows-10/windows-10-startup-repair-not-working.html
is it likely this laptop has hardware damage? Windows will boot up, but it's very slow, doesn't function properly and eventually crashes. No repair disk method seems to work.... I do believe this was the result of the laptop being exposed to cold temperatures.
