Hello my hp laptop is facing slow CPU Speed. It usually happens when gaming. My CPU speed goes to 0.19 and the system slows also happens even in idle sometimes.
The temperature goes to 60C when idle(Used to be 49C) also goes above 90C hitting 100C when gaming(Never happned at past). I dont know if its due to overheating. I have already applied thermal paste

This my CPU when opening game. Also the CPU speed goes back to normal after closing the game or eve after sleep. I have been facing this issue for a month. I tried many method like setting 100% in cpu power usage and also resetting the laptop.

Please download and run speccy.

Once you have ran speccy, follow the instructions to upload a snapshot found here.

To publish a Speccy profile to the Web:
  1. In Speccy, click File, and then click Publish Snapshot.
  2. In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.
  3. Speccy publishes the profile and displays a second Publish Snapshot dialog box. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

Just to make sure, when you applied thermal paste you used a tube of real thermal paste after cleaning the old compound off?

Any other system changes or troubleshooting steps you have taken?

1) The thermal paste was changed from an expert not me. So, i am not sure about that. I am pretty sure the OP has changed the old component.
2) I have done which was given by the hp agent when i contacted them.
<= all these steps

Have you tried changing your power plan to Balanced and testing?

On a side note, you don't need to click reply, typing it in the box on the bottom will keep things in chronological order. :)

Do you notice the issue if you plug your computer in, does it become any better?

Have you noticed any performance issues? Does the computer act slower?

Have you updated your Processor Drivers? You could attempt this manually or use Intel's Driver and Support Assistant.

I used to constantly face the issue even when i didn't open games, before resetting, Like the CPU slows after few minutes of using the system a. After resetting
I rarely face the issue when idle.

The computer has various issues but the main one is that the spec is too low for gaming, a CPU that maxes out at 1.5GHz and single channel RAM that can only work at 1600MHz is only good enough for school or basic office type work, the CPU is not even fast enough to play Roblox :(

Try running DDU and installing fresh drivers for your GPU.

A tutorial can be found here.

Make sure you download your drivers and disconnect your network connection before you run DDU, everything should be done offline as to prevent Window's automatically downloading drivers.

You can find your driver info/download here.

This happens even when i play league or valorant

That's because the CPU is nowhere near fast enough to play either game, as for being able to play Genshin, not sure how you were able to play it for years when it was only released 18 months ago ( Sept 2020 it says here ) that asides, there is no minimum CPU speed stipulated for the game only that it needs an i5 minimum.

Trust me, we don`t make this stuff up and you can confirm what has been said about Genshin here, you can check the requirements for any other game yourself, you will only find what has been said here.
