I am building a brand new pc. RTX GeForce 4090, MSI PRO x670-P motherboard, AMD Ryzen 9 7950X cpu, CORSAIR Vengeance DDR5 32gb ram, nvme 1tb hard drive.
I did a fresh install of windows, updated bios to latest (7D67v161 version), downloaded NVIDIA drivers, windows updates, etc. My monitor can handle 240hz (samsung odyssey g9).
When I launch a game, it runs rather smooth, however, it usually stays around 60-90 fps and dips below. It will jump up to 240fps in menus only and then back down during game play. I am running at 240hz 1440p. I look at the GPU utilization and it never goes above 30%. I noticed other people have similar issues but they advised that a bios update fixed it. It does not appear to even try to get the max fps that I set it to in game (any game). MSI support has no suggestions other than latest bios.
I'm at a loss. Any help or suggestions is greatly appreciated.
