For phillpower2 - Now my apologies. Thought you had concluded support. I was out 1400 miles from computer supporting 94 yr old mother in law last 3 weeks. (Dang Kansas is a big state to drive through). I have a new PSU on order. Is your last guidance still applicable? Sincerely appreciate all your help!

Not really a crash, I have not been able to move beyond Safe Mode since the start of the issue. I've now:
- replaced video card
- replaced PSU
- reset BIOS
- attempted to download appropriate video card driver multiple times, which by all indications downloads and installs without issue. However PC will not recognize card and I get either a black screen or frozen Microsoft loading logo.
So I'm thinking its maybe a motherboard issue(?). Can I get a MB for an old HP p6340f?

that Pegatron motherboard seems to be readily available, used of course. search for IPIEL-LA3
those Socket 775 gen boards are quiet old now. might be worth getting a new gen board, and CPU.
any standard ATX motherboard should fit in that case.
your case seems to have all the correct front panel, USB, fan, and power connectors that a new board will have.
