Recycle Bin icon.

Thanks Malnutrition.
Downloaded and tried yes it turn the the recycle bin icon to 'empty', but now the 'empty recycle bin' in the drop down menu is grey out. I tried deleting some files but could not emptied it as it is grey out, I have to open it then delete please note the recycle bin icon now remain 'empty' even you have deleted some files and the files are there when you open the recycle bin. I am waiting for further help from you all. Thanks.
 
Thanks PeterOz to answer the first question it happened about two weeks ago. I don't bother about it because I could delete it when I have delete some files or folder from the recycle bin drop down menu 'empty recycle bin'. Your second question when I clickon 'click on me' it takes me to one drive which I do not use. Is there sometimes you wanted me to see from there, otherwise I have to create an account.
 
Can you try the command from post 5 again please.

Have you run SFC & DISM?
Right click on start & choose command prompt with admin & type/copy & paste these cmds one at a time then click Enter after each command:
SFC /SCANNOW
DISM /Online /Cleanup-Image /StartComponentCleanup
DISM /Online /Cleanup-Image /RestoreHealth

Also double check to ensure the correct icon is set for empty bin, if the full bin is set for empty then it’ll show full all the time.

Thanks Bastet for your concern yes I have scan with SFC/SCANNOW and the result 'Windows Resource Protection did not find any integrity violations.'. Regarding DISM /Online /Cleanup-Image /StartComponentCleanup and DISM /Online /Cleanup-Image /RestoreHealth I have no idea how to use it. What are the steps to be taken before using it if any. I am not sure of what it mean by 'Also double check to ensure the correct icon is set for empty bin, if the full bin is set for empty then it’ll show full all the time.' How do you check it.
 
Try a system restore back before this started
scroll down to Windows 7
I think I am not able to do it as what I have seen in the system restore it do not have many restore points to select the most furthest back is about a week back. Actually I do not know when this problem started. Thanks.

DISM is run the same way as SFC, enter the first cmd & click enter, once finished then enter the second command & click enter.
There should be an option for changing the desktop icons under Settings>personalisation>themes>desktop icon settings change the empty recycle bin to the correct icon, if it is already set then change it to something else, click ok, restart the pc& see if the problem remains, if not then try changing the icon back to the empty recycle bin icon. It used to be available via the right click option on the desktop on older Windows versions.

I do not understand what it mean, do you want me to send the dism log. This two ultilities does it automatically repair the found errors. Thanks

If @Malnutrition fix doesn’t work (& it should as I have used this fix) then I am at a loss.
 
Thanks Malnutrition and Bastet went to mentioned site and download that fixed, the 'Fix_Recycle_Bin.reg' changed back to the first post problem at least the 'empty recycle bin' menu is back again. Now what is left to do ?
 
Thanks Malnutrition this An all-in-one repair tool , but on seeing it I am not clear what tab or how to set it to try repair the recycle bin. I scrool down the lists of repair but cannot find the repair for recycle bin maybe in other section which I am not sure to use or not. If you have used this program before can you please guide me to the correct tab section to use.
