typically that error is from corrupted system files.
which in itself may be caused by a faulty hard drive.

what have you attempted so far?

apart from what has already been suggested, have you tried getting into the Advanced System Options (ASO) menu?

ASO can be accessed via these methods; https://techcult.com/how-to-access-advanced-startup-options-in-windows-10/
but I've found the best option when the PC won't start properly is to turn the PC on, as Windows tries to load, force a shutdown by holding in the power button, repeat this a few times and eventually you'll get something like "we are having trouble starting, please wait, preparing Windows" or the like.

once in the ASO menu, you can try using restore points, or more likely in this case, a Reset PC, keeping personal files and apps.
