Receiving quite poor performance from my PC (from benchmarks and games)

Hi,

I did the Unigine Heaven benchmark and got this: https://imgur.com/a/NDx2Ijp
My GPU is an MSI 1080 Aero OC.
I saw other people with stock clock speeds getting 110 - 115 FPS and they have slightly worse CPUs in this benchmark. I've also compared my FPS to others in Battlefield V and Fortnite and I tend to get around 20 FPS less.

I started off with a clock speed of 1898 Mhz then it gradually dropped down to 1832 Mhz (at the end). No thermal throttling I don't think, max temp was 79 degrees and it stayed like that for the last 30 seconds or so of the benchmark.

But a problem I found out was that my 3000 Mhz RAM was being shown on CPU-Z as 2133 Mhz. I have 16GB (2x 8GB) and both slots were showing up and both said 2133 Mhz. In the BIOS, I put the Memory Speed to 3000 Mhz, so I'm confused.

Sorry if this is the wrong place to post this, but I'm not sure if it's the RAM or GPU.

I've got the info for Speccy and HWMonitor, but I didn't do MiniToolBox and Speedfan as both look a bit dodgy and I don't have problems with Wifi (ethernet) and HWMonitor as you said was an alternative to Speedfan, so I felt more safe just doing HWMonitor if that's ok.

I also got some extra info, did a benchmark on what seems like a better website and it gave some useful info: http://www.userbenchmark.com/UserRun/10771103
All my components (except HDD) was below expectations and the average user rating.

I attached the screenshots you requested.

Have you made any CPU changes in BIOS? Your voltages seem pretty high for stock.
Do you get better, worse, or similar performance without the GPU/CPU tweaks?

Similar performance. I auto OC'd it in the BIOS and for some reason it was 4 Ghz in the beginning and now it's showing stock, so I just put it back to stock. Did a test on both and got same results.

I made a custom fan curve on MSI Afterburner which I can attach as well. I also found out my GPU is thermal throttling at 72+ degrees Celsius, it seems pretty low doesn't it? Played Rainbow earlier for the first time on my new PC and it went from 1886 at 65 degrees, 1873 at 70, and went all the way down to 1832 at 79 degrees Celsius, all happening in a 5 min match of R6! I heard of increasing the TDP and thermal limits but I have no idea where they are in MSI Afterburner.

Nothing I suggest is dodgy, and Minitoolbox is for more than internet issues. Please do these two scans as it will help the helpers help you.

Ok, I apologise. I'm really tight on time, still go to school, so can we carry this on tomorrow?

And just as an extra note, I saw my thermal limit was 83 degrees, but it still downclocked at 72 which makes me confused.

Might have to do with your Afterburner settings. I'll chime in later if @Malnutrition's support doesn't resolve the issue. You're in better hands for now.

Sorry for not updating. As for the GPU, I just tweaked some settings in MSI Afterburner and it's fine now, but the RAM is still slightly a problem. I fixed it so 16GB is usable instead of 8GB, it just happened overnight, but the speed isn't fixed yet.
Just started school so quite busy and when I find the time, I will focus on fixing the RAM, but as for now I can't really.
