Random URL timeouts

So I recently upgraded some hardware on my PC, (GPU, SSD, RAM), and di a fresh install of Windows 10. For 2 days everything was fine, I downloaded and reinstalled all my programs and games, was on the net, viewing pages and downloading, things were fine. Now this may be pure coincidence but when I decided to connect my old tablet to my WI-FI, I changed the login and password to the router from the default to something less random. And ever since then I have been have the weirdest issue with URL connections. Some URLs I can connect to fine, some others just time out. Checked on my tablet and phone with same result.
So I went through all the standard fixes I could find, rebooted the router, factory reset the router, nil. Cleared DNS and tried manual DNS addresses, nil. Bypassed the router by connecting straight to the wall, nil. So its not the router.
I did yet another fresh install of Windows with no result.
There's no rhyme or reason to it. Take Steam for example; if I try to connect to Steam's main page it times out, but i can connect to the download Steam Launcher page fine.
I can connect to the Microsoft store but cannot download apps.
I can connect to the Epic game store, download and install the launcher, but it wont connect and update.
I can connect to YouTube, Prime and Disney Plus, but cannot connect to reddit, tomshardware, or wikihow and numerous other sites. It makes no sense.
So I came to the conclusion that it must be my ISP, or some NBN foul-up so I rang them, went through all the troubleshooting I had been through numerous times, for them to say it must be the router or my PC. But with a fresh install of Windows and a direct connection the wall I don't see how. Unless the Win 10 factory reset leaves something behind ( I literally did it again so twice in one day).
So it must be the ISP. But they deny anything wrong on their end.
Any advice would be welcome.
 
do you run firewall or VPN software?
what is your AV software?

when you plug straight into the wall, what is this plug - an ethernet port that connects to what - your modem in another room?

and this timeout issues, this happens on all your devices, not just your PC?
