I'd suggest a check disk next.

Run a check Disk On the machine.

Run chkdsk /f /r from elevated command prompt.

Also, my little brother is a heavy gamer, he and his friends swear by this program.

I am also gonna send pm to some hardware people so they can take a look here. :)

Edit: I'd also reseat the hardware on the machine....

Did the disk clean up.

The windows 10 thing you mentioned your brother swears by involves removing windows store in which it says if you don't want to remove it than it's probably not for you and seeing as I play Forza Horizon 3 via windows store I cannot remove it.

Cool thank you! Hopefully some other people have some insite because I literally have no bloody idea what the hell is happening! i bet I will turn my PC on tomorrow and it will be fine :/

Ok, you did do it outside of windows correct? So long as you did there is no need to reply. Just wait on one of the other guys.

Outside of Windows? I just followed the steps in the video to disk clean up through cmd.

Also, I just loaded Overwatch again and no FPS drop, main menu is a steady 69-70 FPS. This is what I mean by when I say it confuses me whats going on. It's so random I can never tell what the problem is.

I am signing off, since you have the easy service optimizer you can run it on extreme mode just prior to gaming. That should help as well. Just not good for normal computer use.

No worries then. Thank you for your help! We shall see how it goes and see how long it lasts lol. Take care and let me know if you hear anything from those other guys.

Hi ConcernedCitizen. Have you installed the latest driver for your video card? Have you updated your motherboards BIOS? Are you overclocking any components?

To make sure that no 3rd party programs are causing any FPS drops on your system, Perform a clean boot and see if the frame drops still occur.

If they still happen after performing a clean boot, then its most likely a driver or a hardware issue and we can troubleshoot the issue further from here.
