Poor performance and trouble starting pc

So when i try and turn on my pc, the fans will turn on but there will be no display output. I have to turn it on and off again multiple times in a row for it to actually boot. Then when i try and play games i get little to no performance at all (10 - 20 fps). I ran a benchmark using Heaven benchmark and gained a score of 60 as opposed to others in the 3-4000 range. my specs are:
intel core i3 10100f
gtx 1070
16gb of ram
 
In addition to the PSU information we also need the below;

The brand and model name or number of the MB.

The brand and model name or number of the RAM + the number of sticks.

What games are involved.

Overwatch 2 is the game i try to run, but am also seeing the issue when running the heaven benchmark

That was a great PSU when it was released way back in 2012 but how old is the unit that you have.

No compatibility issues between the CPU, MB and RAM.

Reason I asked was to see if it could be a problem with the internet connection but you having run a Heaven test and still had problems looks to have ruled that possibility out.

Download then run Speccy ( free ) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
