PCIe x16 no video output

So my PC was running fine for 1 year.
This PC has actually been alive for a long time, slowly changed parts over the years. 1 year ago I changed the motherboard and the PC was working great. After turning it off for the last time, it stayed off for about 20 hours. I turned on the PC and everything seems fine, however I'm not getting any video. I switch from PCIe x16 to the bottom X8. That fixed the issue but the performance was very poor. I decided to get a new motherboard but the issue was the same. Works on X4 PCIe (new motherboard has an X4 unlike the other motherboard that had an x8) but still no video on the x16. So I try a new video card, same issue. Tried a different stronger PSU, still same issue.
I've updated the bios and I changed my PCIe settings in bios to gen 3 since I have an 2080ti. Graphic drivers are updated. The issue is still there.
Conclusion, PCIe slot x16 doesn't produce any video output even though the graphics card turns on. Tried new motherboard, GPU and PSU.
Any ideas before I give this bad boy to a repair shop for a week?

CPU - Ryzen 7 5800x
Motherboard - MSI tomahawk x570
Ram - 2x 8gb G.skill
Video card - 2080 ti and tried with a new 4070 ti
Psu - EVGA 750w gold +

sorry it's taken so long to see this and reply.

sounds like you have tried everything I would have suggested though.
don't know what else to suggest than to strip all the parts out of the case and re-assemble on a piece of cardboard on the kitchen table.
as you rebuild, take the time to clean all the circuit boards, and contact pins, and motherboard slots.
replace the thermal paste in the CPU and GPU, and clean the heatsinks.
 
What speed is the RAM.



What is the exact model name or number and how old is it.
FYI I'm no pro with PC specifications so I hope I provide the correct info.

This is what my system says about the ram:
DDR4-3200. 1600.0 MHz

The power supply is an EVGA Supernova 750 G4, Roughly 3 years old. I ended up buying a Gigabyte UD850GM to test, but the issue is the same. I'll be returning this new PSU and going back to the EVGA.

Although I haven't rebuilt it outside of the PC case, I have rebuilt it inside the PC case. Got ride of any dust inside the pc case and all the fans. I even changed some of the fans to improve the flow of air going through the case.
To be honest, the PC is now running pretty smoothly even though I'm using a PCIe gen 3 x4 slot.
When the problem first occurred, I had the Asus Strix B550-f. The second PCIe slot on that motherboard is x8 and my fps were constantly dropping bellow 30.
I'm surprised that on this MSI motherboard, the x4 PCIe slot works smoothly with no fps drops.
It's just a shame that I'm not able to use the x16 slot which is what my card is meant for.
 
Both of the PSUs and the RAM are appropriate for your build and so not likely to be an issue, I did note the below if you have not seen it, has either method been used in your build.

Supplementary Power Connectors 2x PCIe 8-pin cables (adapter in box) OR 300 W or greater PCIe Gen 5 cable

Yes, I've used both these methods to power the GPU and they were both successful on the PCIe x4. I tried these on the 4070 ti as the 2080 ti doesn't use the gen 5 connector. I didn't notice any differences from using 2 PCIe 8-pin connectors with adapter compared to the 10-pin gen 5 connector. On the PCIe x16 the card light turn on and so do the fans. Just no video. Could the CPU have any fault in this? The CPU is about 1 year old

I'm in about the same spot as when I started this thread. However, I'm now using the 4070ti. It's in the PCIe x4 and run very well actually. The only weird thing is that my 5g connection is now very unstable. I can't game with it at all. I can't even loggin, in some PvP games. I either get an internet error, or the wifi disconnects. This doesn't happen however while browsing the internet. If I use the regular 2.4 GHz, gaming works perfectly fine.
Since I have a temporary solution for my issues and it's working well enough for the time being, I'll probably end up bringing it to a professional to figure out the cause at some point.
I'll update this thread with the issue for future reference. In case anyone stumbles having the same issue as me.

If anyone has tips to try and figure out this wifi issue, it would be greatly appreciated as well.
 
Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
