PC turns on but no monitor display

intel core i5 2400 sr00q 3.1 ghz quad CPU
gtx 660 3gb GDDR5 (this gpu is weird i cant find it anywhere when i google it only different 660s pop up so heres a link to it (https://ebay.to/2RK6aXc)
MOBO- intel dq77mk
adata 2 x4gb ram ddr3
WL 1tb hdd
evga 600w PSU
DIYPC ranger-r4-r black/red case (worst case ever)

i have a couple questions
1st a 4 pin speaker came with the case and i have no clue where to plug it in. i read the mobo manual up and down and watched so many youtube videos.
there is 1 beep when i turn it on and 3 beeps when i turn it on without ram inserted. Is that what the speaker is for ?

2nd my pc turns on when i flip the switch on the power supply. when i press the power button or hold it on the case, it does nothing.

3rd there is a 3 pin slot above "bios cfg" and a very small white 2 pin thing is plugged into it (came with mobo) idk what that is

4th the main reason im here is because i flip the switch on psu and all the fans spin there is a blue light under gpu on mobo, a green light on corner of the mobo near SRANNNN the 2 lights behind the 2 6 pin gpu slots are on, led is on in the case and power button. mouse and keyboard light up. but nothing is appearing on my monitor which works with my ps4 its a asus vg245h. i took everything out and rebuilt it and made sure everything was inserted correctly i switched hdmi cords. any help would be greatly appreciated

Yes that motherboard speaker that you attach to the motherboard is to help with troubleshooting in case the computer does not boot up properly.

If the speaker beeps more than once on boot up then you can use those beep codes to figure what component is causing the issue with the computer to not boot up properly.

The switch on the back of the power supply turns off power to the power supply from the wall. When the switch on the back of the power supply is on, does the power button on the case work to turn the computer on?

This could be jumper on the motherboard used for resetting the BIOS back to default settings if its connected to different pins. Can you post a picture of the white 2 pin connector piece so I can see it?

Can you try turning on your computer with just one stick of RAM installed and see if the computer boots up? What happens if you use your motherboards integrated video port instead of the dedicated video card? Does the computer boot up using your motherboard's integrated graphics?
