It happen on multiple linux os i never used windows on this pc.3rd with no experience in that distribution of Linux.
I had a semi-similar issue that was cleared up by reinstalling my OS and unplugging my computer from the surge protector I was using at the time.
If the issue follows you across different distributions, I'd guess a hardware/driver issue.

It's a laptop not a desktop.Are you plugged straight into the wall power socket
Do you only have keyboard and mouse connected
