So you are getting nothing on the display?
Is monitor cable connected to mobo or GPU? (dumb question but it needs to be asked) :)

I would be dismantling the whole thing and reassembling on a piece of cardboard.
Only connect the bare essentials to get a signal on the screen, so at this stage not even a keyboard/mouse, one drive, no DVD, one RAM stick, the GPU, that sort of thing.

Once you get the screen to show anything, then you can add more components to the test bed.

I only did the bare parts (CPU, GPU, One RAM, PS) no start-up no display, or anything but I noticed the GPU fans are still acting funny as they go fast slow fast repeat but now its faster

I am thinking either faulty CPU or Bios out of date.
Try this
With your previous problem what makes you think it was MB and not cpu

Have a look here
AMI BIOS7C52vA12023-10-3116.80 MB
  • Description:
    - AGESA ComboAm4v2PI 1.2.0.B update.- AMD security issue patch.- Support new Ryzen 5000 CPU.

It might be worth opening a support ticket with MSI (on my link)
And ask is there a way to confirm bios on non bootable computer.
Why do you think you are not eligible for the AMD loan Kit

I am not 100% sure why but I thought that my motherboard got shorted and was a bit outdated so I decided to replace it since it affected the fans and the KBM I thought a new PS would also do the trick but as we see it didn't, I've checked the CPU and all the pins look fine and doesn't seem to have anything wrong with it as it was running perfectly but i don't know I don't mind spending the money for a replacement part i just need to know what part to replace would getting a new CPU fix the issue or GPU? I also did make a web note see when they'll get back to me also the kit is asking for info that i don't have anymore lol

So Im back after trying with AMD as trying to get the Boot kit or at lest some assistance but as I thought they won’t assist me as the cpu warranty has ran out and they won’t even get back to me so they just left me in the dust 🫠

I have contacted them see when they’ll reply but I did some more things and such as just trying to find the problem so I have the cpu in the mobo with just the necessitys and no gpu and there’s still no power to the kbm is that normal because I can’t see the problem being the Mobo since I just bought it I can see the cpu as it’s old I’ll try to get a different cpu to test as the one I have is kinda old

FINALLY, I ended up buying a new CPU because I had the money for it and I don’t see the wrong in buying so I but it in and the pc booted up finally so I think that was the problem the whole time
