I took out my motherboard (i3) and my gt 1030 graphics card cleaned the inside of the pc case and plugged everything back in I’m not sure what the problem as this is my first time doing this I asked my friend and he thinks my mother board has been fried

Unlikely unless it was already faulty.
And it was all working fine before you took it apart?
How sure are you that you put it all back together correctly?
That’s probably a moot question as it doesn’t boot so something has been missed.
Leave the graphics card out and use the mobo graphics ports.
Is the RAM in correctly and firmly?
Did you pull the i3 off the mobo?
Are you getting any beeps during boot up - did it ever beep beforehand?
Have you plugged in ALL power cables, 24 pin to the mobo and the 4 or 8 pin (depending on mobo make/model)?

as vger says, give compete specs.
