PC doesn't post, and GPU fans spin after the psu was turned off.....

Help, I turned off my PC a few hours ago, I tried turning it on again, it didn't show anything on the screen, I turned my PC off, 10min later, i looked at my pC, and my GPU fans were still spining, I turned my psu off like 1h ago and the fans are still spinning( I also stopped them with my finger like 30min ago, and they stopped by they move a little bit every 5 seconds or so.....), what is going on?????I tried turning it on again, and it keeps restarting it self

GPU:AMD RADEON RX 590
CPU: Ryzen 2700X
Motherboard: Prime A320M-K
RAM:16GB 3200MHZ (HYPERX FURY)
I have 4 case fans
PSU: CoolerMaster MasterWatt 750W (bronze+, semi-modular)
 
The first thing I can think to try is a bios reset.
The easy way.
Pull the power cord from the computer
Remove the side cover (right hand side looking from the back)
Earth yourself by touching some metal part.
using a non metal part - like a pencil or chopstick flick the little clip on the onboard battery.
Remove the battery
Press the power button a couple of times to drain all power
Earth yourself - Reinsert the battery
Connect power
Test
