No Signal with GPU Installed

just to confirm...

with all the upgraded parts installed - it'll work, you just can't see anything until the login screen?
with all new parts BUT the graphics card kept out, it's all fine?

has Windows been reloaded from scratch?
 
even though you get no signal, assuming the boot up cycle is still receiving keyboard inputs, have you tried all the possible BIOS entry options?
do you know what used to be the BIOS entry shortcut?

you say you have tried Esc and F10 - what about Del, F2, Tab - to name some of the others.
also try F9, F11 and F12 - yes these are for Boot Options, and Recovery and what have you, but I'm curious to see if any keyboard commands are listened to and plus, maybe they may provide a 'back door' into the BIOS menu.
 
Holding F(anything) or esc through power up doesn't allow me to get it into bios using the GPU or the on-board. The only way to get into bios is to remove the GPU and restart using onboard alone.

Yes, pcie16 is being used.
