No Signal with GPU Installed

I've repurposed a computer. Upgraded ram and HD. Newer GPU was working pre-upgrade. Now:
- black screen through startup connected to the onboard graphics. can't get into bios or safemode.
- remove the gpu and everything works as it should using the on board
- with the gpu installed: no signal from the vga port, eventual signal from the hdmi port
- reset cmos
- deleted gpu, reinstalled drivers, looked for updates, everything is current

This is a crap computer for my kid to play Genshin and Zelda on. So the specs are all within range and this was supposed to be budget friendly.

Click the Start menu and select Settings.
Select Update and Security.
Click Recovery.
Under Advanced startup, click Restart now. ...
Select Troubleshoot.
Choose Advanced options.
Select UEFI Firmware Settings.
Click Restart to restart the system and enter UEFI (BIOS).

No, still just a black screen until the login.

option 1
power off
hold f10 and turn power on whilst you keep hold of f10. Fast boot might be stopping it according to the manual
Option 2
if you leave graphics card in and attach to the onboard graphics can you enter bios.
Some mb's allow the onboard graphics card to be first even with a graphics card installed
