No signal - Windows does not boot up

Hi All,

I built a new PC about 3 months ago and I have a lingering problem that I'm hoping someone is able to provide a solution to. The problem...

From the day I built it, I turn my PC on, as the windows logo comes up and the dots start to spin on the screen my monitor turns itself off/goes to sleep before the login page. There is no way for me to wake it up as it displays no signal. If I force a shutdown from this point then turn my computer on within about 10 seconds, it always starts properly. The monitors turn on but as it transitions to the login page, the monitors turn off. Sometimes (20% chance) they will turn off then back on and proceed to the login page but most of the time the monitors turn on then off. Its almost like the signal is turned on, then off then back on as it nears the login page.

Another issue, probably related, if I put my computer to sleep I cannot wake it up using the mouse and keyboard (even though the power options say they are able to wake the PC).

Things I've tried:
1. Problem persists with other monitors
2. Tried different displayports and HDMI cables, different slots on the GPU
3. Set monitor so it can never go to sleep
4. Tried turning off the fast windows boot up
5. Reinstalled GPU drivers
6. Updated all drivers, including AMD chipset
7. Wiped and reinstalled windows
8. Tried disconnecting tower and monitor, turning the power off on both of them... Works on first start up but then issue continues next startup.
9. More likely to work if only one monitor is connected but problem persists with 1 monitor.
10. Sometimes the resolution on startup is 1024 then a short time after windows login it corrects itself to 1920 (or I need to correct it in display).

My Computer:
1. Running windows 10
2. GPU - RTX 2070 Super
3. B450 Tomahawk motherboard
4. 16gigs of ram
5. CPU - Ryzen 3600X
6. 650W modular power unit

I'm stumped... I'm leaning towards there being an issue with the GPU itself. Any comments would be greatly appreciated :)
