No post, cpu fan starts and stops, case and video card fan starts

Hi,

My configuration is :

EVGA GeForce GTX 1050 Ti
AMD Ryzen 5 1600 Processor with Wraith Spire Cooler
Samsung 960 EVO Series - 250GB
VENGEANC LPX 16GB (2 x 8GB) DDR42400MHz
ASRock AB350 PRO4 ATX Motherboard
EVGA 500W 80 PLUS


So when I turn it on, the computer starts, the monitor remains black, no access to the BIOS, the CPU fan kind of starts then stops (see video), the computer case fan and the video card fan turn normally, the leds of the pc turn on, there is no beep sound (even though I have plugged the system speaker), mobo's leds do not turn on.
I have tried everything said here :

I have placed the RAM on A2 and B2.

So I don't know what to do at that point, all the parts are completely new except the motherboard bought on amazon used like new.
Any help please ?

To add what @vger stated.

Is the system over clocked?

Have you checked all of the power connections?

Remove the Video Card and connect to the onboard display?

Try booting with out any of the power connected to the Drives and disconnect any thing form the USB ports (leave the keyboard and mouse connected).

Make sure that the fan for the CPU is plugged in to the correct spot on the Motherboard.

I have placed the RAM on A2 and B2.
According to the manual that is correct.

There is no drive connected except the SSD, and no usb connected.

Make sure that the fan for the CPU is plugged in to the correct spot on the Motherboard.
It is.

Check your power cables to make sure all connections are tight.

Did your pc come with a built in video card ?

Unplug and re-plug back in the electrical connections and do not force them in.

That is correct use the onboard built in video connection.
Will be one of two according to specification for that Motherboard
- Integrated AMD Radeon™ Vega Series Graphics in Ryzen Series APU*
- Integrated AMD Radeon™ R-Series Graphics in A-series APU*
 
I brought to the repair guy and he said that the psu was failing, he told me that the cable going to the motherboard does not give the 5v necessary. So I did a RMA of it since I bought it on amazon not so long time ago, and I ordered a new one. We'll see
 
So i ordered a new psu, and then I had the same mistake, the repair tested it and told me the psu had the same problem too...
I ordered a 3rd psu from, and I got the same problem again, I figured out by myself that it could not be the PSU for the 3rd time (always buying new).

So I ordered a new mobo, an asus prime b350, received it today and guess what ? Same problem, except this the time the led of the mobo turn on, but the cpu_fan stills does the same thing.
Now I really don't know what to do.....
 
It works !!!
It was the dumbest thing ever, I just had to drop the vga conection on my mobo because it does not work, and conecting it on the graphic card it works now !!!
Now how can I make the hdmi and vga entry of my mobo to work please ;)
 
Are you trying to use both your motherboard and graphic card ports together????????????
Depending on your motherboard you may not be able to use both the onboard and addin card graphics at the same time. If you wish to use onboard graphics from the motherboard then remove the addin graphics card and then install the graphics drivers from the motherboard manufacturers site.

Yes I wish, I did install the graphics driver from the motherboard, but it has no effect...
Here in graphic it says N/A, it means there are no graphics in this motherboard https://www.asrock.com/mb/AMD/AB350M/index.asp#Specification
Why in the driver section you can download "AMD all in 1 with VGA driver" then ?
Why does the motherboard have VGA, HDMI, DVI port then ?
 
Yes I am.

The motherboard model you quote above does not have any graphics ability, therefore you cannot use any onboard/motherboard graphics with it. There are no graphics ports on it.

This motherboard you quoted in the previous post above is very different to the motherboard you quote in post 1 of your thread.

Perhaps you should advise us of the ACTUAL motherboard you are using before we attempt to clear the confusion here?
