I just factory reset my pc as it was running bad after i set it up things such as tabs on my brower and applications were smaller than usual i tried to change the scaling but that makes the task bar too big and doesnt help also ,there is low resolution on some icons such as on my brower but not on my desktop also makes the resolution in my game bad

The 750watt is good but the Bronze certification is not great for that GPU.
CoolerMaster does do a few great PSU's but typically they are not rated for gamers. Plus most of their range has 5 year warranty. The better PSU's are at least 7, with most offering 10 years warranty. Getting a Gold (or better), and 10 year warranty, and it's hard to go wrong.

When your factory reset the PC, did you have the rig disconnected from the network?
Where did you get the Windows image from, or did you use the recovery partition, or just do a repair install, keeping your files?

Best method is to use the Windows Media Creation Tool to make a bootable USB stick with the latest Win10 build, then boot from that USB stick with the PC off the web.
Load Windows, install the chipset drivers, and install the GPU driver.
Start the PC and check all is well, then join the network to activate Windows and get updates.
