My pc screen turned white where a question is supposed to be after reset

I did a factory reset on my pc yesterday, when I went to do the setup thing after you reset it and came to the end a white screen popped up where the question was supposed to be. Any ideas of how to fix it? I can't log in to the pc and I don't know what to do.

have you got all your data backed up somewhere?

I'd be getting the Windows Media Creation Tool and using that to make a bootable USB stick with the latest Win build on it.
then restart the PC with the USB stick connected and the PC using the USB as the primary boot device.
