So, ever since September 2022, I've been having issues with watching YouTube videos at a higher quality, opening new tabs, and loading webpages on my pc. Like I used to be able to load a whole video in 1080p, and now I can't do that anymore. However, dowloading and playing games was fine. Every time I opened up task manager my cpu would spike to 100% then it would instantly go down, so I thought that it might be that. But I still had no idea. Now I download a VPN and things seem to be faster? How does that work? Can someone tell me? And should I still look at changing my cpu or ram maybe?

g'day and welcome to the forums. :)

let’s get your complete PC specs.

get Speccy from here; https://www.piriform.com/speccy/builds
in Speccy, click File > Publish Snapshot (hit Yes if prompted to proceed with publish) > Copy to Clipboard > Close.
now you can paste (Ctrl+V) that link into your next post.
one component Speccy doesn’t cover is the Power Supply Unit, so also include the make/model of the PSU.

while we wait for that, try these from an elevated command prompt;
  • chkdsk c: /r
  • sfc /scannow
  • dism /online /cleanup-image /restorehealth
  • dism /online /cleanup-image /startcomponentcleanup /resetbase

and let's get the maintenance housekeeping out of the way as well;
• reboot modem/router/pc
• delete restore points
• turn off hibernation (powercfg -h off)
• empty web browser cache
• delete system temp files
• disable unwanted scheduled tasks
• disable unnecessary startup services
• disable scheduled defragging
• TRIM any SSD's
• turn off Timeline and Activity History, and all things Microsoft Telemetry based
• empty recycle bin
• delete log files and error reports
• remove old Windows Updates files
• cleanup software installer and distribution caches
• delete unwanted programs
• remove any browser extensions
• if connecting via wireless, try ethernet
• pause any online cloud storage synchronising (OneDrive, DropBox)

CCleaner (free version) or Glary Disk Cleaner or the inbuilt cleanmgr command can do most of those points.
ShutUp10 by O&O Software can stop a lot of telemetry items.

other things to try;
• create another user account and login under that profile
• check for firmware updates for modem/router

do a web speed check - go to www.speedtest.net and post the results.

from the Speccy report....
the BIOS firmware is old, maybe they have released upgrades that support your GPU better.
see if turning off XMP mode in BIOS helps.

what browser extensions do you use?
have you tried running the browser in safe/private mode, that is, a clean profile?

These are all of my extensions

I'm going to try to make a new chrome profile real quick. Also for the XMP setting, I would have to input the frequency manually. My motherboard only supports up to 7th gen cpus so I'll looking to upgrade soon

another quick browser test would be to try Brave or Firefox without installing any extensions and see if they have the issue.

when turning off XMP mode, you shouldn't have to manually change the memory settings.

I uninstalled Java, though don't know what that did. And I also have Firefox on my pc so I pulled it up and still same problem with loading times. Sometimes a page would load relatively quickly vs other times it won't. Also I don't think there is an option to turn off XMP mode for my ram because of my old bios

what extensions were loaded in Firefox?
was Firefox updated?

what we are trying to test is a browser with a fresh profile, no extensions, no history, no site data, no changed settings.

did you create another user account and try logging in under that to see if things are better?
