Specs:
- CPU: Ryzen 5600x
- GPU: 6800 XT
- RAM: 2x16 (32GB) Trident Z 3600mhz CL16
- PSU: Hummer 650W
- Motherboard: Gigabyte B550 Gaming X V2
- SSD: WD 850X (2TB)
- SSD: WD 770 (512GB)
- Monitor: LG27 1440p
Steps done so far:
- Disabled PBO (Stutters with or without PBO)
- Turned on SAM (Stutters both off and on)
- Freensync Premium with Enhanced V-Sync and Frame limiter in RTSS (Helped to stabilize the problem)
- Gamebar disabled
- Used a Windows 11 Debloater (didn't notice any real difference)
- Windows updated
- BIOS updated to the latest version
- Chipset updated to the latest version
- GPU updated to the latest version
Games tested:
- Cyberpunk (microstutters every 10-15 seconds)
- Rainbow Six Siege (macro stutters)
- Warzone 2.0 (micro stutters)
- Hogwarts Legacy (micro stutters)
- Diablo 4 (micro stutters)
- Call of Duty Modern Warfare (no stutters)
Context:
1 month ago I upgraded the monitor (from 1080p to 1440p), upgraded the RAMS from 16GB to 32GB (new set of RAMS), and bought a new SSD (850X). After that upgrade, I tested a few games and everything seemed fine (at least I didn't notice any stutters). In the meantime, I bought 2 new exit fans for my case and a new cooler (arctic freezer 34 eSports edition) because my Ryzen 5600x was hitting 95º degrees in games and after that, I started to notice stuttering in games. I'm not sure if the micro stuttering was already there but I have never really noticed it.
Using Afterburner I didn't notice any weird behavior besides frame time spikes (7-8ms spike to 30-40ms out of the blue when the micro stuttering happens), temps seem to be fine, and the clocks don't drop when the frame time spikes happen, so I don't really know what's the issue.
Not sure what the problem is or how to fix it.
Note1) As far as I could tell, the frame time spikes happens with a low fps drop (sometimes it only drops 5 or 6 fps, and the frame time spikes to 40ms). Both GPU and CPU usage seem to be stable but the power draw drops slightly when the frame time spikes happen. Didn't notice any other weird behavior.

Note:
- No micro stuttering before the upgrade - 16GB RAM, 1080P monitor and SSD (WD 770)
- No micro stuttering (as far as I noticed) with first upgrade - WD 850X 2TB, 1440p monitor and 32GB Ram
- Micro stutters started after second 'upgrade'- 2 extra case fans and 1 new cooler for the CPU
