in my experience, getting your hands on a refurb PC then updating it with newer components always ends up costing more than simply buying one with the specs you are after.
it's not just money that costs you more, there's also the time and effort to consider, plus making sure the new hardware is compatible with the old, and after all that, some point down the track, you still have aged components in the build which (in theory) are approaching their end-of-life cycle and could die any day soon.
you also don't mention what the PC will be used for and your budget.
