Major issues with games on high end PC

Specs:

Windows 10 64 bit
CPU is AMD Ryzen 9 3900X 12-core, 24-thread unlocked
motherboard is Asus ROG Strix X570-E
GPU is ASUS ROG-STRIX-RTX2080-O8G
PSU is Corsair RMX 850

I had no problems just a few days ago. Out of nowhere, every single game I try to play, the frame rate is at 1FPS, no exaggeration. 1FPS on GameCube Dolphin emulator games. The games are experiencing extreme lag. I tried a different GPU, and had the same issue. I used the ASUS ROG-STRIX-RTX2070-O8G, and had the same issue. I tried different PCI express ports, and had the same issue. I updated the bios on my motherboard. I updated all the drivers on Geforce. What is wrong with my computer? Is it a CPU issue? I’m very confused and I need help.
