In-game consistent lag spikes

Specs: i7-8700 / EVGA GeForce GTX 1080 FTW / ROG STRIX Z370-H GAMING (16GB Ram, 64 bit, Spectrum isp)

Built this PC in June 2018, and has not had an issue since four days ago. I restarted for a windows update on 8/14 and since I have had non-stop lag spikes.
Short clip: (ping spikes in this clip, but not in others - this happens every few minutes consistently)

How do I go about finding what is the cause for this?

Tried:

The connection seems stable, monitored both on a browser isp site and Netlimiter4. (Game works fine on the Xbox also)
Updated all drivers manually.
Repaired the game specifically.
Ran on a clean boot, but not safe mode due to password recovery with Microsoft.
Turned on NVIDIA's low latency mode.
 
So this is a common issue that many COD players are experiencing; It starts by lagging out then you can run at the speed of light.
It could be an issue with your router or Activision's servers. If your framerate is dropping or your character seemingly jumps around the screen, that could mean your internet connection is faulty.
I believe it's a server based issue. Try and disable cross-play so that you are just on PC lobbies and hope for the best.

Windows integrity was completed.
Ran the memtest over night with zero errors.
SeaTools: Ran short drive self test on all three drives. Also ran SMART test on the harddrive and still running a long generic test.
Currently on a clean boot.

Still lagging, only in games.

OP post their solution elsewhere so closing this thread.

Glad you got it sorted.

Hooked up old PC for tests. Basic games worked completely fine, moved over a ton of videos and reformatted the problem PC. Conclusion being that there was either a faulty software or bug somewhere deep in the PC. Troubleshooting for two and a half weeks for a basic lag issue was too much, and I never found out what the issue actually was.
