HP Laptop returns to old Company login on loading new Windows 10

I purchased a bunch of HP Elitebooks at auction. upon starting them up, I found that they were locked to the previous company that owned them. I got in via the Boot menu, changed the boot sequence, and proceeded to scrub the hard drive with BitRaser. Then I installed Windows 10. BUT at a certain point in the Windows 10 setup, a screen flashes up and asks me to enter my Company email address - the original company that owned the laptop. I can't seem to get past this. Now that the disk is supposedly wiped and formatted, I can still see if I go into Command mode and do a Dir, that there are some windows files remaining on the disk. AFTER BitRaser and BEFORE I tried the new Windows install. Where is this laptop hiding this data? And what can I do to get rid of it?
