How to change Windows username?

I recently got a Dell laptop with Windows 11 as a gift from someone that got a newer laptop. I wanted to change the username on the Dell laptop to my name but I don't see how in the settings. I logged into Microsoft and see if I could change it that way and it looks like I might need the IT person that setup this laptop to change the username? Is that seriously the solution to this? I don't remember having to go through so many hoops just to change a username.
The Dell laptop was mainly used for work purposes but was entirely paid for by the previous owner.

Control Panel > User Accounts > Manage User Accounts.
Select your username and click Properties and change the name accordingly.

That will change the name you see as you login, but the folder in c:\users\ doesn't change.
If you want that to be your name, you need to create a new user account.
