saying 650w Gold is no help at all. :)
it's like getting a question "We need to order new parts, what car is it?" and you answering "Ford".

what is the make and the model of the power supply?
something like Thermaltake Smart BX1 or Corsair HX750 - that sort of thing. (y)

Segotep GP650G PRO Fully-Modular Gaming 80 Plus Gold Certified PSU

So bad that you cannot find any information on it, found one on ebay and had to zoom in to get the specs ( see pic ) your GPU requires a minimum of a 600W Gold efficiency rated PSU from a proven brand such as the Corsair RM range, EVGA or Seasonic, a seven or ten year warranty period is a must for any mid to high end rig.

Regarding the Speccy report;
RAM
16.0GB Dual-Channel DDR4 @ 1315MHz

You have the wrong RAM for your CPUs best performance, 3200MHz is the max that it can handle so you should at least enable XMP so that the present RAM can run at its max of 3002MHz.

Power Profile
Active power scheme: High performance

Change the Windows Power Plan to Balanced, Ultra and High Performance are a form of overclocking that is known to cause stability and overheating issues, the setting should only be used for gaming type notebooks that have a discrete GPU that needs the extra power, additionally, a weak PSU such as the one that you have will get hotter and weaker the more that you use it and this puts all of your hardware at risk of meltdown.

Up to you if you want to purchase new RAM but you should not do anything until you have an appropriate PSU and even then I would suggest that you give the present RAM a try with XMP enabled.

I opened up the pc and checked, found that PSU is DEEP COOL BRONZE 700watt

Even worse than the Segotep that you said you had, so bad that they are rated as – Tier E • Avoid here

You were advised of the below in my reply #8 and this should be your priority;
