I'm 17 and trying too stream games, I normally run 70% CPU while in game and up too 90, But when I stream it's a constant 100% making my frames drop too 60-70 this wouldn't be a problem but I'm running 144hz and it makes the game play choppy, Is there a cheap way too stream 60 fps while not dropping frames, Or an upgrade I can make which isn't buying a RTX 2080TI and I9 9900K ?
Like how would a 2nd pc too stream work ?

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.
