HELP-whenever i play any game there are black glitchy lines across my screen

when i load up all of my games then there are wierd black glitchy lines all over my screen. in one of my racing games called assetto corsa all of them go to one point which im assuming is the coordinates 0,0,0.
This is on a Rx580 2048sp, i do still have warranty coverage as i just built this pc, so i can send it back if needed however i wouldn't like to.
Pc specs: intel Xeon E5 2650 V4,16gb ddr4 3200 MHz,rx580 2048sp,old 80gb HDD until I get a 500gb SSD
Alll of the temperatures are fine, and ive tried things like lowering the clock speeds which still didnt help
All help appreciated

What brand is the card and from where did you purchase it, there are shiploads of that version of GPU from China around and many are pre owned/ex mining cards.

The CPU does not support RAM any faster than 2400MHz, confirm this for yourself here

Missing from your parts list is the most important component of all, can you post the brand, model and age of the PSU for us.
