Having issues with my GPU not working properly.

specs:
Gigabyte X570 AORUS PRO
AMD Ryzen 5 3600X 6-Core Processor
NVIDIA Geforce GTX 1070
2x - Samsung SSD 970 EVO plus 500 GB

Everything is basically new(changed 2 months ago) except for GPU.

What started happening this last week is that the screens would lose signal every now and then turning black, then come back after a second or two. I didnt have time to look at it, and it wasn't a big issue. But now its happening just from having youtube up, also the picture starts stuttering(also sound stuttering is a problem). Now today the pc would turn itself off if I have two youtube windows up.

Things I noticed:
GPU fans not running, even when I ran 2 windows of video at once, It would rather run at about 40% and then turn itself off after starting to lag more and more. The temperature didnt raise very high either(under 50 celcius).

So the problem is obvious for me the GPU. Anyone have any potential solutions or similar problems?

Welcome to PCHF kvothenor,

Can you post the brand and model name or number of the PSU for us.

The fans on the GPU are thermally controlled and should only speed up when things are getting hot and as soon as things cool down they should slow down or in some cases they will completely stop.

Good news that you have a spare GPU and PSU to test with but before swapping either component out I suggest that you do the following checks first, the problem could be either a loose connection from the PSU to your hardware or a poor contact between one of the memory sticks or the GPU and their respective slots on the MB.

Disconnect and reconnect the 24-pin ATX main power connector, the 8-pin ATX 12V power connector and the 4-pin ATX 12V power connector at both the MB and PSU sockets, be firm but do not apply too much pressure when pressing them into the MB sockets.

Reseat each stick of RAM to make sure that they have a good/clean connection in the slots, do the same with the GPU - try the other PCI-E slot as well if you need to.

Try one stick of RAM at a time and by inserting them into each one of the four slots.

Less likely but still needs to be checked, the video cable from the GPU to the screen, loose or damaged, try another cable if you can.

If no change after doing the above, test your PSU to make sure that it is not that which is powering up/down, use the method in the Corsair video here no need to even connect a chassis fan to the PSU.

So I tried the pc today, and the issues seems to be gone. I managed to play 4 youtube videos while playing counter-strike. The fans also turned on when I passed 55 degrees celcius.
I also ran a benchmark test, and the results were within a few percentages of what I had before.
I did install a new driver yesterday for the GPU, that might have fixed the issue. But I have a feeling that the problem will return. What are your thoughts?

Not one to speculate so can`t say as to any "possible" cause as the answer would be totally unfounded.

Good news that things appear to be back to normal and while they are I would suggest that you create a new system restore point for the now stable settings.

We can leave your thread open for a few days just in case you need to come back, good luck meanwhile and thanks for the update (y)
