I have a 5500X GPU a 5800X CPU, 32GB DDR4 3200MHz of ram and some games i'm playing do not have an expected amount of FPS that it should be at. I don't really know what to do except upgrade the CPU but I want to know if there's something I can unlock to fix the low FPS.

Games running slow even though GPU/CPU not used enough/RAM enough space

Expected FPS (If you're talking about those calculators) are very questionable. There are so many factors that play into your experience they can't make such a blanket statement accurately unless you fit into their exact criteria - which not everyone does.
If you're talking about generally low performance, let's look more into that:

No worries, most people miss something in the lists at some point, there's a lot for us both to read and write. 
Unfortunately that doesn't tell me the model, would you feel comfortable pulling off the side panel to get a good look at the model #?
Let's go through the basics-
This is my laundry list, it's a good starting point for troubleshooting and should get you an idea what's going on:
1. Try running the following programs, also try to keep at least 25-30% of your disks as free space.
Run Disk Cleanup (check all the boxes) this will delete things such as your recycling bin, so make sure you don't have any files you want to keep.
Run Defragment and Optimize Drives, run this on your drives.
These will free up some space, but you may need to relocate/delete files to reach the suggested free space.
2. Disable any overclocking or changes to power/performance settings
Undo any overclocking you may have done (if any)
Settings > System > Power and sleep > Additional power settings
Make sure your power plan is set to balanced, high performance/ultimate performance is only beneficial on gaming laptops where it needs that extra boost.
3. Check for Operating System Corruption
Right click on the Windows logo in the bottom left and select Windows Powershell (Admin)
Run these three commands separately:
sfc /scannow
Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /RestoreHealth
These will take a while to run, do not close out of Powershell while they are running, if one fails then move onto the next and then loop back around.
Note: It doesn't hurt to make a system backup before you make all these changes, save any important files of folders. While these changes shouldn't cause any issues, better to be safe than sorry.
4. Unplug unnecessary devices.
If you have a gamepad, extra monitor, external hard drive/flash drive, or anything that is not essential to using the computer plugged in, unplug it.
Once you have completed all of these tasks, restart it (using the restart option in the power menu) and re-test.
Unfortunately that doesn't tell me the model, would you feel comfortable pulling off the side panel to get a good look at the model #?

Few observations and explanations as to why FPS are not the best;
The GPU is a dumbed down version of an XT card, HP have done this to be able to get away with a weaker PSU, benchmarks for the two versions of the card here
We can see that Windows is a recent install and likewise we can see that it was not done properly.
Once Windows has been clean installed you must then install first the MBs chipset drivers, then the storage/SATA drivers and third the graphics drivers, the drivers can either come from a disk provided by the motherboard manufacturer ** or downloaded from their site and saved to a flash drive etc, this is a must and Windows should not be allowed to check for updates before it has been done as more often than not Windows installs the wrong drivers or in the incorrect order and this can cause all sorts of problems.
** For OEM computers/notebooks such as Acer, Dell and HP etc you must only download drivers from their support page, OEMs may sometimes redirect users to a third party site such as AMD or Nvidea to obtain the latest drivers for their GPUs, this tends to be for high end gaming notebooks and desktops though.
Using third party AVs not only affects performance but it is also needless.
Windows 8, 8.1, 10 and 11 come with an improved Windows Defender, it offers the same real-time anti-virus/anti-malware protection as Microsoft Security Essentials. Windows Defender also shares the same malware signature definitions as Microsoft Security Essentials, and Forefront Endpoint Protection. Technically, Microsoft Security Essentials has not been renamed Windows Defender, or combined with it in Windows 8, 8.1, 10 and 11.
If any AV product that you have is a paid for version you should always make sure that you have a copy of the product key kept somewhere safe just in case you ever wish to reinstall it.
To compound matters the OP is using at least one VPN and using a VPN 100% makes sure that online gaming is the pits.

Once BD has been correctly uninstalled, check to see if Windows Defender has auto enabled and allow it to update and carry out a full scan of your computer.
Once done, restart, test by using the computer as you normally, post back with an update when you are ready.
Side note, there are two sticks of RAM that are not appropriate for the CPU, AMD state here that 3200MHz is the max whereas there are two sticks of 3200 and two sticks of HP branded 3733MHz. HP may well of OCd the CPU to be handle the faster 3773MHz RAM and if the case the 3200MHz sticks need to be replaced by two sticks of matching 3773Mz HP branded RAM.

I went ahead and cleaned out my temp files with Disk Cleanup.
I also ran the commands and made sure any extra things were unpluged.
As far as my drivers, the HP site doesn't have any available drivers for download and my settings doesn't show any available driver downloads.
I don't think the GPU is a bottleneck due to me specific game not utilizing even 70+% of GPU usage but if it is a problem I would not mind an explanation of why that is.
I reinstalled my windows due to it not updating properly. (An update was not able to download and install regardless of what fix i tried.)
And as for the RAM. I saw my PC originally used 16GB and in the task manager 3200MHz. But you very well may be right as I remember there being an overclock option in the OMEN command center.
I haven't restarted my PC yet but as I can tell not much has changed, and im averaging 27% usage of CPU and its well below any dangerous temps.

if you have done all the changes suggest above, then you will not pick up the full benefit until you restart.
I've already restarted my PC but it still seems like theres a limit to my FPS. I think I'm good with any more help. I'll search for either other ways to get better performance or upgrade my CPU. But other than that, thank you for helping me with this and if theres anything else I can provide to yall for help please let me know.
