I tried out a different graphics card and there was no change. However, when I put my graphics card back in, I decided to use a different PCI slot on the motherboard (middle one instead of top). After booting up with it in this position, my problem is fixed. I have no more stuttering or low frames in the games that I mentioned. I assume this means that my motherboard has some faulty hardware, but I am happy that the problem seems to be resolved for now!
