CPU Debug Light Still on

about a week ago I made a post on this forum about the CPU debug light being on and my computer not booting when the CPU power supply is on.
Update: I have upgraded my CPU to the I-5 8400 which is a compatible CPU with my motherboard (z-370-a Pro). However as in my first forum thread, the issue is still occurring. Any other suggestions would be great! Thanks.

Specs
Case: Rosewill ATX Mid tower (Challenger S)
CPU: Intel Core I-5 8400 with included Heatsink
GPU: Nvidia Geforce GTX-1060
Ram: 2 Ballistix 8gb RAM cards DDR4
HDD: Seagate 1tb HDD 3.5"
PSU: EVGA 750w 80+ bronze semi modular.
MB: Z-370-a Pro

Try resetting the BIOS to defaults. It might be trying to OC when it can't. The CPU can't be OC. Do reset the BIOS value to default and try again.
