Solved Can't sign in after resetting computer

I have an IBuyPower pre-built pc and I have never had issues with it until recently. Full story is I updated my graphics driver (GeForce RTX 2070 SUPER) and I was unable to use display ports for my monitors. HDMI worked but display didn't display anything. I tried multiple fixes and none worked so I decided to just reset the computer after 2 years. After resetting, I get the error when signing in "The User Profile Service failed to sign-in." So I rebooted my computer in safe mode with networking to sign in. Now when I sign in it brings me to the "This may take a while" screen and after that it is just a white screen with a mouse. How do I fix this?
 
the reload of Windows may have been corrupted somehow, or the drive is dodgy.
did you 'reset keeping everything' or 'reset keeping nothing'?

I would create a USB stick using the Windows Media Creation Tool and reinstall from scratch.
backup your personal stuff first!

I reset keeping nothing and my things are backed up on OneDrive. I can't access the computer at all so I may need to use the Windows Media Creation Tool on a separate computer. Thanks for the reply.
