Pending OP Response Cannot Boot to USB on Dell Desktop

Computer: Dell optiplex 3090
Operating System: windows 10

I'm trying to boot to a USB drive but I don't see the option on my Dell optiplex 3090. I turned off secure boot, enable boot from usb is on. I have tried creating several different bootable usb drives on several different usb sticks. The only boot options I see are :
Windows Boot Manager
Onboard IPv4
OnboardIPv6

Under the add boot options, its blank, there's no legacy boot option. One weird thing is, on my bootable USB drive, when I add a efi/boot/bootx64.efi directory and file, it will show up on the bios as a bootable drive, but when i select it, it doesn't work.

If you plug in the usb first, then power on and in bios add boot option.
Also
I've tried different USB sticks in different slots plugged in before I turned it on but it still doesn't show up. Ultimately, I'm trying to overwrite the old admin password. I've used Rufus and iso2disc to make the USB. I've used both mbr and gpt
 
Until @veeg or @jmarket determine if Rule #13 applies here, I ask if you have tried that bootable USB stick in another PC to see if indeed it has been made bootable and is detected as such in another PC.

No good blaming the Dell just yet if it turns out the stick isn't what you think.

Go down the list to
Table 5. System Configuration
USB Configuration Allows you to enable or disable the integrated USB controller for:
● Enable USB Boot Support
● Enable Front USB Ports
● Enable Rear USB Ports
You may have to save and exit.
Go back to bios
can you now see boot from usb and enable

I just checked again, those were already checked. Enable USB, allow boot from usb, enable front usb, rear usb. I'm thinking maybe my usb bootable drive is not correct somehow. Even though I've tried making multiple ones with different usb drives and even different programs (rufus and iso2disc). I'm going to try making a simple bootable usb drive with another program and see if it works.
