The MB needs a BIOS update before the CPU can be recognised.
You have not provided the speed of the RAM.
CM power supplies are not very good.

You have not provided the speed of the RAM.
CM power supplies are not very good.
The RAM is not appropriate for your CPU, Intel state here up to DDR5 5600 MT/s, anything faster will make the computer unstable.
You need to find a MB that does not need a BIOS update before it can recognise your choice of CPU.
The brand of PSU is a poor choice, I only use or recommend four brands of PSU, the Corsair RM range, EVGA, Seasonic or SuperFlower.
Overall the rig is good and just needs those couple of changes.
personally, I've had no issues with Cooler Master.
but as with most products - there is the cheap end and the high end of the range.
the show-stopper for me with your Cooler Master model is the 5 year warranty.
7 or 10 is my absolute minimum - it means the company is putting their faith behind their product for an extended time.

as would any of the brands Phill has suggested.
the RTX4070Ti has a min requirement of 700w, you sort of then want a 150w leeway for future proofing, so the 850w unit is pushing that limit right from the get-go.
